Hibiya is the kind landlady of Hideki’s apartment. She was welcoming to Hideki since the moment he moved in and is always giving him clothes and things for Chii. There is actually a deeper meaning to why she has taken such an interest in Chii and Hideki.
In the past Hibiya was actually a persocon designer. She and her husband were among the top makers of persocons. She could not have children so her husband decided to make a persocon for her, but he wanted to give it feelings. He made her Freya, the first of the “Chobits” series. He also gave Freya the ability to fall in love, unfortunately she feel in love with Hibiya’s husband. Hibiya had her husband make Freya a sister, named Elda. Freya faded away when Hibiya’s husband did not return her feelings because he loved Hibiya most. As Freya was fading away, Elda absorbed her memories and personality, thereby destroying all her own memories. Before she lost everything, she requested to be put far away from Hibiya and her husband, so she could find the person for her on her own. This is why Chii was in a trash dump when Hideki found her.
Hibiya is also the author of the “A Town Where No One Was” series because she made a promise not to intervene with Elda’s life, so all she can do is write about her former life.
Hibiya is obviously a very caring person. She wants Chii/Elda to be happy because she was like a daughter to her. She also wants Hideki to be happy with Chii, and will do many subtle things to help them along the way.
Anime:In the anime, Hibiya is told by her coworkers to destroy Elda, but couldn't bring herself to do it, so she erased her memories and put her in the trash.
